| "The Democrat Party cannot form government, because it is not backed up by force, unlike the current government which is supported by guns. The Democrat Party will be able to form government when the entire populace is willing to unite and fight to obstruct those individuals destroying the democratic system."
| ข้างต้นนี้เป็นข้อความซึ่งหัวหน้าพรรคประชาธิบปัตย์ อันเป็นพรรคการเมืองพรรคเดี่ยวที่ได้มีอายุยั่งยืนมาแต่แรกตั้งเมื่อ ๒๕ ปีมาแล้ว และปัจจุบันเป็นพรรคฝ่ายค้านที่ใหญ่ที่สุดในรัฐสภา
| These are words of the leader of the Democrat Party. This party, the only one which has existed for 25 years, is the largest opposition party in the current parliament.
| คำกล่าวนี้แสดงให้เห็นชัดถึงระบอบการปกครองที่เรียกว่า ประชาธิปไตยแบบไทย ๆ
| They neatly summarise the system of government known as Thai-style democracy.
| และหัวหน้าพรรคประชาธิปัตย์เองก็ยอมรับในการปกครองระบอบนั้น
| And the leader of the Democrat Party accepts this system of government.
| ประชาธิปไตยแบบไทย ๆ นั้นคืออะไรเล่า
| What is Thai-style democracy?
| ถ้าจะสรุปหัวข้อก็เห็นจะได้เป็นข้อต่าง ๆ ดังต่อไปนี้
| Here is a list summarising the key features:
| ๑. บุคคลคณะหนึ่งซึ่งเป็นผู้ควบคุมกำลังทหารของประเทศ สามารถตั้งตนเองเป็นรัฐบาลปกครองประเทศได้
| 1. A clique of individuals who control the power of the military succeed in installing themselves as rulers of the country.
| ๒. รัฐบาลที่ตั้งขึ้นด้วยวิธีการนี้ จะคงเป็นรัฐบาลต่อไปตราบใดที่ยังมีกำลังทหารสนับสนุนอยู่
| 2. The government established in this manner is sure to remain in power for as long as it has the military supporting it.
| ๓. การเลือกตั้งผู้แทนนั้นมีอยู่ในระบอบนี้ แต่ถึงแม้ประชาชนจะเลือกพรรคการเมืองใดเข้ามาเป็นเสียงข้างมากในรัฐสภา พรรคนั้นก็ไม่สามารถที่จะตั้งรัฐบาลได้ เพราะไม่มีกำลังทหารสนับสนุน
| 3. There are elections for members of parliament in this system. However, even if the people elect enough representatives from one party to form a majority, that party is unable to form government because it is not backed by the force of the military.
| ๔. ประชาชนจึงไม่มีสิทธิ์อันแท้จริงที่จะตั้งรัฐบาลของตนด้วยวิธีใด ๆ ทั้งสิ้น
| 4. Hence the people do not truly have the right to choose their own government in any sense.
| ๕. ประชาชนจะเปลี่ยนรัฐบาลให้ถูกใจตนด้วยวิธีใด ๆ ก็ไม่ได้
| 5. The people do not have any way to change the government to one that they like.
| ๖. พรรคการเมืองต่าง ๆ นั้นไม่เป็นทางเลือกให้แก่ประชาชนในอันที่จะเลือกเอารัฐบาลที่ถูกใจตน
| 6. Having various political parties does not provide a choice to the people, because the politicians in various parties get together to form a government that represents their own interests, not the interests of the people.
| ในขั้นแรก ก็เห็นจะต้องขอบใจหัวหน้าพรรคประชาธิบปัตย์ที่ท่านยอมรับความจริงในข้อนี้เสียที
| We have to be grateful that the leader of the Democrat Party has taken a small first step and accepted the truth of these facts.
| ไม่เพ้อฝันต่อไปว่า ตัวท่านและพรรคของท่านกำลังเดินอยู่บนทางแห่งระบอบประชาธิปไตยอันสมบูรณ์ มีประชาชนเป็นใช้อำนาจอธิปไตยโดยอิสระปราศจากความกดดันใด ๆ
| It is still beyond the realms of possibility that the leader and his party are charting a course towards full democracy, to a state where people can exercise their sovereign power free from any form of coercion.
| ยังติดใจอยู่นิดหนึ่งที่ในคำกล่าวนั้น หัวหน้าพรรคประชาธิปัตย์ได้พูดเป็นทำนองแนะให้ประชาชนทั่วไปผนึกกำลังกันต่อสู้เพื่อขัดขวางผู้ที่ทำลายระบอบประชาธิปไตย
| Nevertheless, I take some small pleasure from these words of the head of the Democrat Pary, that he advises all people to unite and fight to obstruct the individuals destroying the democratic system.
| การต่อสู้นี้จะให้ทำอย่างไร หัวหน้าพรรคประชาธิปัตย์มิได้บอกไว้ชัด
| How should we fight? The leader of the Democrats does not say explicitly.
| ถ้าจะคิดกันด้วยเหตุผลที่ตรงไปตรงมาอย่างไม่ลึกซึ้งนัก การที่จะผนึกกำลังกันต่อสู้กับผู้ที่ถือปืนก็เห็นจะต้องทำด้วยปืน
| If we think about this straightforwardly, and not too deeply, uniting and fighting people with guns means using guns.
| หัวหน้าพรรคประชาธิปัตย์ คงจะมิได้มีเจตนาที่จะให้ประชาชนทำเช่นนั้น และประชาชนก็ไม่อยู่ในฐานะที่จะทำเช่นนั้นด้วยเหตุผลถึง ๕๒ ประการดังที่ได้กล่าวถึงต่อไปนี้คือ
| The leader of the Democrats surely doesn't intend that people do this. And the populace are not in a position to do this for 52 reasons listed below.
| ๑. ประชาชนไม่มีปืน
| 1. The people don't have guns.
| เหตุผลอีก ๕๑ ประการนั้น เห็นจะไม่ต้องกล่าวถึงให้เสียเวลา
| As for the other 51 reasons, you can see there is no need to waste time listing them.
| เมื่อเป็นเช่นนี้ประชาชนก็อาจผนึกกำลังต่อสู้กับผู้ที่จะขัดขวางระบอบประชาธิปไตยได้อีกทางหนึ่งเท่านั้น
| In these circumstances the people only have one other means to unite and fight those obstructing democracy:
| คือ สู้ตามวิถีทางแห่งระบอบประชาธิปไตย ด้วยการใช้สิทธิ์เสียงของตนในการเลือกตั้ง
| using the tools of the democratic system by exercising their right to be heard at the ballot box.
| แต่ประชาชนก็ได้ทำเช่นนั้นมาแล้ว
| But the people have done this already!
| ในการเลือกตั้งทั่วประเทศครั้งที่แล้ว ประชาชนก็ได้แสดงมติให้ปรากฏ คือเลือกผู้แทนพรรคสหประชาไทย อันเป็นพรรครัฐบาลเข้ามาเพียง ๖๕ คน ในจำนวนผู้แทน ๒๑๙ คน
| In the most recent national election the people made their views clear: they only elected 65 representatives of the United Thai People's Party – the party of the current government – out of a total of 219 MPs.
| พรรคประชาธิปัตย์เองได้รับเลือกตั้งถึง ๕๕ คน
| Fifty-five members of the Democrat Party were elected.
| นอกนั้นเป็นผู้แทนจากพรรคฝ่ายด้านอื่น ๆ และผู้แทนอิสสระถึง ๙๙ คน
| There were 99 other people elected: members of other parties and independent candidates.
| ดูตามตัวเลขนี้จะต้องถือว่า รัฐบาลแพ้การเลือกตั้ง
| Looking at these numbers, you have to conclude that the government lost the election.
| เป็นหน้าที่ของพรรคประชาธิปัตย์และฝ่ายด้านอื่น ๆ ตลอดจนผู้แทนที่เป็นอิสสระ จะต้องผนึกกำลังในสภาตั้งรัฐบาลผสมขึ้น
| It is the duty of the Democrat Party and the other parties, including the independents, to unite in the parliament and form a coalition government.
| แต่รัฐบาลที่ตั้งขึ้นหลังจากการเลือกตั้งยังเป็นรัฐบาลที่มีปืนสนับสนุน ซึ่งมีอยู่แล้วก่อนมีการเลือกตั้งนั้นเอง
| But the government that was formed after the election is still a government supported by guns, just as it was before the election.
| และจะเอายังไงกับประชาชนอีก?
| So what else can people do?
| การเลือกตั้งครั้งที่แล้ว และการเลือกตั้งครั้งอื่น ๆ ก่อนนั้น มีแต่จะนำความผิดหวังมาสู่ประชาชน
| The only thing that people have received from the most recent election, and elections before it, is disappointment.
| เพราะเมื่อเลือกตั้งแล้ว การณ์ก็ไม่เป็นไปตามมติของประชาชนที่ได้แดสงออกในการเลือกตั้ง
| Outcomes have not aligned with the views people have expressed in the elections.
| การเลือกตั้งแต่ละครั้งนั้นเอง กลับเป็นการบ่อนทำลายความเลื่อมใสของประชาชนในระบอบประชาธิปไตยลงไปทุกที
| Instead, each election has further eroded people's faith in the democratic process.
| และเป็นการส่งเสริมประชาธิปไตยแบบไทย ๆ ให้มีความแข็งแรงมั่นคงยิ่งขึน
| The elections have reinforced Thai-style democracy, making it stronger and more permanent.
| ตามหลักของศาสนาพุทธ การยอมรับสภาพความจริงนั้นเป็นของที่จำเป็น เราจึงควรยอมรับสภาพความจริงตามหัวหน้าพรรคประชาธิปัตย์ไว้ก่อนว่า
| It is a fundamental principle of Buddhism that we must accept the true state of things. Hence, we should accept the truth as summarised by the leader of the Democrat Party:
| ทุกวันนี้รัฐบาลในประเทศไทยจะต้องมีกำลังทหารสนับสนุน
| "Nowadays, it is only possible to govern in Thailand with the backing of military force."
| รัฐสภาก็ดี พรรคฝ่ายฝ่ายค้านก็ดี เป็นเครื่องประดับเหมือนกับของที่ตกแต่งหน้าร้าน
| It is nice to have a parliament. It is nice to have an opposition party. They are like decorations adorning a shop-front.
| ใครอย่ากเป็นรัฐบาลก็ต้องหากำลังอาวุธสนับสนุนให้ได้เสียก่อน การสนับสนุนของประชาชนไม่เกี่ยว
| If you want to form government here, be sure to arrange the support of some weapons first. Whether you have the support of the people is irrelevant.
| ทั้งนี้เป็นความจริงเปรียบเสมือนความจริงเรื่องทุกข์ในอริยสัจ เป็นความจริงซึ่งต้องยอมรับ
| This is a Truth that must be accepted, just as we must accept the Arya satya (Noble Truth) of dukkha (suffering).
| สมุทัย หรือเหตุแห่งทุกข์นี้ก็คือการขาดนักการเมืองที่เอาจริง
| The samudaya (origin) of this suffering is our lack of serious politicians.
| ส่วนทุกขนิโรธ คืออะไร
| So how can nirodha (cessation) of this suffering be attained?
| ทุกขนิโรธคามินีปฏิปทาคืออะไรนั้น ผมยังบอกไม่ได้ เพราะยังไม่ได้ตรัสรู้
| Wherein lies the path to cessation of this suffering? I cannot say, because I have not yet attained enlightenment.
| มีภวตัณหาคือความทะยานอยากเป็นนายกรัฐมนตรีขัดขวางอยู่ อย่างที่คุยโม้มาหลายหนแล้วนั่นแหละครับ
| I have not extinguished desire, because I have bhava-taṇhā (craving for existence) of a way to obstruct the Prime Minister, as I have boasted many times already, respected readers.
