และรักษาหายไม่ทันสอบในระบบการคัดเลือกกลางบุคคลเข้าศึกษาในสถาบันอุดมศึกษา
หรือทีแคส จะต้องทำอย่างไร
| In the past week the education world has attracted
considerable attention and criticism from the general
public. This started when Year 12 students posted questions
on the website of the Council of University Presidents
of Thailand (CUPT). They asked for advice on what to do
if they are infected with covid-19, and if the infection
does not clear in time for them to attend tests in the
Thai University Central Admission System (TCAS).

| The advice from the website administrators was
"Do the test next year", or "Choose a field of study
which does not require results from the tests."

ควรมีแนวทางการตอบคำถามที่ดีมากกว่านี้
| This advice attracted a flood of critisism.
People pointed out that the administrators' responses were not only
curt and rude, but also vague, and lacking in sympathy.
Importantly, no further explanation was provided. The fact that the questions come from children is no excuse: they should be answered better than this.

| Apart from their responses making students unhappy, it
has to be asked why the CUPT –
the organisation responsible for organising the admissions tests – has not made any contingencies to support students who are ill with covid or forced to isolate at the time of the tests. Why hasn't the CUPT arranged another way for such students to take the tests, to make the selection process as fair as possible?

| The current Thai university admissions system, TCAS, has four selection pathways: (1) the portfolio pathway; (2) the quota pathway; (3) the admissions pathway; and (4) the general direct entry pathway. Students must analyse the system and decide which pathway to apply in, because the various pathways have different selection criteria.

| For pathways 1, 2 and 4, application and selection procedures are controlled entirely by the universities. However pathway 3, the admissions pathway, is organised by the CUPT. In this pathway students are selected using results from a test of general capabilities (the General Aptitude Test or GAT), and a test of capabilities across 9 academic and vocational subject areas (the Professional and Academic Aptitude Test or PAT).
| ประเด็นร้อนแรงนี้ นายวิษณุ เครืองาม รองนายกรัฐมนตรี ยังต้องออกมาแบ่งรับแบ่งสู้ ว่าการสอบทีแคสเป็นการสอบเข้ามหาวิทยาลัย จะมีสูตรของการสอบ ปีหนึ่งจะมีรอบการคัดเลือกหลายครั้ง ถ้าติดครั้งนี้ ก็เข้าไปสอบในรอบต่อไปได้
| Addressing this hot-button issue, Deputy Prime Minister Wissanu Kreangam stated noncommittally that TCAS has fixed rules. He noted that there are several selection pathways, so students forced to quarantine at the time of tests for one pathway can sit tests required for another pathway.
| “ถ้าสอบทีแคส และติดเชื้อโควิด-19 ก็เปลี่ยนไปเลือกสอบอย่างอื่น แต่จะใช้วิธีให้สอบใหม่ทั้งหมดคงทำไม่ได้ เพราะจะเป็นข้อสอบคนละชุดกัน และคนละมาตรฐาน มีความยากง่ายต่างกัน จะทำให้เกิดการได้เปรียบ เสียเปรียบ ต้องไปสอบให้เหมือนกับคนอื่นเขา” นายวิษณุระบุ
| “If someone planning to sit a TCAS test has covid at the time of testing, they can apply to enter university via one of the other pathways. However, they cannot sit the same test on another date with a revised set of questions. Each set of questions has its own quirks: easier in some parts and harder in others. If different students answer different questions, some will gain an unfair advantage over others. That is why all students have to answer the same questions," Mr Wissanu argued.

| A response has come from the Ministry of Education, with hundreds of thousands of their Year 12 students sitting TCAS tests each year. The Minister of Education, Ms Trinuch Thienthong, has assigned her deputy, Mr Suphat Champathong, to consult urgently with the CUPT to find a solution. She has asked them to work together and revise the admissions process, to ensure students do not have to wait a year to re-sit tests.

| In summary, with the TCAS system it is not possible to arrange separate testing rooms for individual students. So the responsibility for dealing with the problem has been shifted onto students: to reduce the risk of covid by avoiding high-risk settings before the dates of their tests!!
| ฝากฝั่ง ทปอ. นายเผชิญชัยภัต ไชยสิทธิ์ เลขาธิการ ทปอ.ได้ออกมาชี้แจงแถลงไขว่า คณะกรรมการทีแคสจะหารือร่วมกันว่าต้องทำอย่างไร เบื้องต้นมีมติว่าผู้ที่ติดเชื้อโควิด-19 ทปอ.ยังไม่อนุญาตให้เข้าสอบ ส่วนผู้ที่ถูกกักตัว อยู่ระหว่างหาข้อมูลจากจังหวัดต่างๆ เพื่อวางมาตรการดูแล และจัดการต่อไป อย่างไรก็ตาม การจัดสอบต่างๆ ทปอ.มีเป้าหมายว่าทุกการจัดสอบ ต้องยุติธรรมมากที่สุด
| As for the CUPT, the organisation at the centre of this, Mr Pachernchaiaphat Chaisit, President of the CUPT, announced that the TCAS committee had discussed the issue and confirmed that they will not allow covid-positive students to undertake the test. As for students required to self isolate, TCAS is currently seeking further information from provincial authorities before implementing appropriate measures to manage the situation. The priority of TCAS is to ensure the utmost fairness of any alternative testing arrangements.

| However this statement from the CUPT has not mollified community outrage. The critisicm has continued, with students and education academics expressing their opinions.
| เริ่มที่นายอรรถพล อนันตวรสกุล อาจารย์คณะครุศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย ระบุว่า ทปอ.ต้องตอบสังคมให้ได้ ว่าการจัดสอบครั้งนี้ จัดสอบด้วยโจทย์อะไร มีโจทย์แค่ให้มีการสอบเท่านั้น หรือตั้งโจทย์ไว้ว่าทำอย่างไรให้เด็กทุกคนเข้าสอบได้อย่างปลอดภัยมากที่สุด ทั้งนี้ อยากให้ดูตัวอย่างการจัดสอบในหลายประเทศ ที่มีวิธีช่วยผู้เรียนทุกคนให้เข้าสอบได้ ซึ่งเชื่อว่าไทยทำได้
| Assistant Professor Athapol Anunthavorasakul from the Faculty of Education at Chulalongkorn University says that the CUPT needs to explain to people what the
purpose of these tests is. Are they just for the sake of having tests? Or is the goal to allow all students to take the tests as safely as possible? Professor Athapol thinks the CUPT should look at examples of testing in other countries, where there are systems to enable all students to take the tests. He believes it is possible to do the same in Thailand.
| อาจารย์จุฬาฯ ทิ้งท้ายว่า ทปอ.จะต้องไม่ผลักความรับผิดชอบ และสิ่งที่ ทปอ.กำลังทำอยู่นั้น ไม่ยุติธรรมกับเด็ก เพราะเด็กทุกคนเรียนและจบมาเหมือนกัน เด็กทุกคนไม่อยากติดเชื้อโควิด-19 การที่ ทปอ.บอกให้เด็กที่ไม่พร้อมสอบ ไม่ให้เข้าสอบ หรือเลือกวิชาอื่นที่ไม่ใช่คะแนนสอบนั้น ทปอ.กำลังเลือกปฏิบัติกับเด็ก ไม่มีวิธีการปฏิบัติต่อเด็กในเชิงบวกอย่างเกาหลีใต้ ที่จัดสอบให้เด็กที่ติดเชื้อโควิด-19 ที่โรงพยาบาล
| The Chula academic concludes that the CUPT cannot be absolved of responsibility, that the system they have arranged is unfair for students. All students are in the same boat: they are all finishing school, and none of them want to be infected with covid. By not allowing some students to take the test, by telling them to apply for courses that do not depend on the test, the CUPT is interfering excessively in students' life choices. It is not providing alternatives like those in South Korea, where students with covid can take tests in hospital.
| ทปอ.จะปฏิเสธความรับผิดชอบไม่ได้ ควรจะยึดประโยชน์ของเด็กเป็นที่ตั้ง ไม่ใช่ความสะดวกในการจัดการของตนเท่านั้น!!
| The CUPT cannot deny responsibility for this. Their guiding principle should be to act in the best interests of students, not just to do what is most convenient for themselves!
| ขณะที่นักเรียน นักศึกษา รวมตัวยื่นหนังสือถึง
นายเอนก เหล่าธรรมทัศน์ รัฐมนตรีว่าการการอุดมศึกษา วิทยาศาสตร์ วิจัย และนวัตกรรม (อว.) นำโดยกลุ่มปฏิวัติการศึกษาไทย หรือ RSE กลุ่มนักเรียนเลว กลุ่มเยาวชนปฏิวัติ ให้ตรวจสอบการทำงานของ ทปอ. หามาตรการป้องกันการแพร่ระบาดของเชื้อโควิด-19 และมีมาตรการจัดสอบสำหรับนักเรียนที่ติดโควิด-19
| Various secondary and tertiary student organisations – including Reset and Revolution Education Thailand (RSE), Badstudent.th and Youth Revolution – banded together and wrote to Mr Anek Laothamatas, the Minister for Higher Education, Science, Research and Innovation. They asked the Minister to ensure that the CUPT takes measures to reduce the spread of covid and enable students with covid to take the test.

| The organisations wrote that the CUPT should not foist this problem unto students. All students have dreams and career aspirations, and none of them choose to catch covid. If a student with covid is not allowed to take the test, she is forced to sacrifice a year of her future. By ignoring this problem, the CUPT is acting as if students' futures do not matter, not to mention the exorbitant test fees students have already paid. The CUPT should discharge its duties better than this, and take heed of the interests of students.

| Stung by this criticism, the CUPT were eventually compelled to convene a meeting of the TCAS committee to review TCAS testing procedures once more.
| ซึ่งมีมติชัดเจนว่า จะ “ไม่จัดสอบรอบพิเศษ” ให้นักเรียนที่ติดเชื้อโควิด-19 หรือต้องกักตัว จนไม่สามารถเข้าสอบ GAT และ PAT เพื่อไม่ให้เกิดความได้เปรียบ เสียเปรียบ เพราะเป็นการสอบแข่งขัน ไม่ใช่การสอบวัดมาตรฐานทั่วไป ซึ่งบางสาขามีอัตราการแข่งขันสูง เฉือนกันแค่จุดทศนิยม และทางคณะ/สาขา จึงขอให้จัดสอบรอบเดียวเพื่อให้เกิดความยุติธรรม
| However, the statment released after the meeting was unambiguous: "No additional testing will be arranged" for students with covid or students who have to quarantine. Such students will not have an opportunity to sit the GAT and PAT tests, the statement continued. The reason given was that different versions of the tests would not be comparable with one another, and comparison is essential for competitive tests like these, as distinct from tests to measure achievement of standards. Entrance to some courses is highly competitive, with cut-offs coming down to fractions of marks. Faculties with competitive courses requested a single round of testing to ensure procedural fairness.
